Can You Drive With Only One Headlight Working?

Driving in the Philippines with only one working headlight is not allowed. Under Republic Act 4136 and LTO rules, your vehicle must have two working headlights at all times, one on each side. If one bulb is busted, the vehicle is considered defective and not roadworthy, which means you can be stopped by traffic enforcers and fined. This rule applies to all drivers—whether you drive a car, motorcycle, or PUV. If you keep using your vehicle with a busted headlight, you risk penalties, impoundment, and worse, a serious accident.

The LTO and MMDA both follow the same principle: proper, working lights are required on public roads. Driving with only one headlight makes you harder to see and can mislead other drivers about your vehicle’s distance and position. It also puts you at risk on expressways like NLEX or SLEX, where defective lights automatically make a vehicle unfit for entry. If your headlight goes out while you’re already on the road, your safest move is to stop in a safe area and fix it right away.

What the Law Says

Here’s what the laws say about driving with defective headlights:

1. RA 4136 – Land Transportation and Traffic Code

  • Requires two functioning headlights, one on each side.
  • Headlights must emit white or yellowish light.
  • Driving a vehicle with defective accessories is a violation.
  • Headlights must be used 30 minutes before sunset to 30 minutes after sunrise, and also when visibility is poor.

2. LTO Policies

  • Defective headlights = not roadworthy.
  • Not roadworthy vehicles cannot enter expressways.
  • Violations fall under Joint Administrative Order 2014-01.
  • Fines for defective accessories, including headlights: ₱1,000.
  • Vehicles may be impounded until repaired.

3. MMDA Enforcement

  • MMDA implements RA 4136 and LTO rules on national/local roads.
  • Even if reports differ on specific MMDA fines, the baseline rule is the same:
    • All lights must work properly or the vehicle can be apprehended.

Why You Should Never Drive With Only One Headlight

Some reasons why you shouldn’t drive with a defective headlight include:

1. Safety Risks

  • Low visibility: You see less of the road at night or during bad weather.
  • Other drivers misjudge your vehicle: One headlight can make your car look like a motorcycle or appear farther away.
  • Higher crash risk: Especially on dark, unlit roads and high-speed expressways.

2. Legal and Practical Consequences

  • ₱1,000 fine for defective headlights.
  • Possible impoundment until the light is fixed.
  • Trouble during vehicle registration, PMVIC inspection, or roadside checks.
  • You may be denied entry to tollways like NLEX, SLEX, or Skyway.

Common Pain Points for Drivers

Many Filipino drivers continue using their vehicles with busted lights because:

  • The bulb “still kind of works.”
  • They were not caught before.
  • They have no time to visit a shop.
  • They assume it’s “just one bulb.”

But the law is clear, and the danger is real. If money or time is tight, repairing a headlight is still far cheaper and faster than dealing with a fine—or an accident.

What You Should Do if One Headlight Stops Working

When at least one of your headlights stop working, you should:

  • Pull over safely—do not continue driving in the dark.
  • Turn on hazard lights only if you are stopped on the roadside.
  • Inspect the bulb to see if it’s loose or burnt.
  • Visit the nearest auto shop or replace the bulb yourself if able.
  • Do a quick walkaround check of all lights every week.

To avoid getting in trouble, you must always:

  • Check headlights, taillights, signal lights, and brake lights regularly.
  • Replace bulbs in pairs to avoid uneven brightness.
  • Never ignore flickering or dimming lights.
  • Keep your vehicle aligned with roadworthiness standards to avoid trouble during registration or roadside inspections.

Note: Make sure to always Replace your busted headlight immediately and make regular light checks part of your routine. Your safety—and everyone else’s—depends on it.
