The Land Transportation Office (LTO) requires drivers with violations to take the Driver Reorientation Course (DRC) and secure a Certificate of Completion (COC) prior to application for driver’s license renewal, thanks to the provisions of Sections 14 and 15 of the Implementing Rules and Regulations (IRR) as well as Section 26 of the Republic Act 4136, otherwise known as the Land Transportation and Traffic Code. This is a requirement particularly for those who wish to renew their license but have accrued at least five (5) to ten (10) demerit points or more as well as those who have committed the same violation for at least three (3) times during the validity of the driver’s license.
