The LTO Samal District Office serves as the local frontline agency of the Central Office, offering various LTO programs and services within the reach of the local transacting public in the City of Samal. Through the LTO Samal District Office (DO) located in Brgy. Miranda on Babak District in Samal City, most of the core LTO programs and services of the agency are made available and accessible to the locals who need them, particularly to those who work behind the wheels.

Samal, officially known as the Island Garden City of Samal (IGaCOS) is a fourth class coastal component city in the province of Davao del Norte. It is made up of Samal Island and the smaller Talikud Island in the Davao Gulf and is part of the Metropolitan Davao area and is two kilometers away from Davao City, the largest city and the primary economic center of Mindanao.
