The Land Transportation Management System (LTMS) portal is the new one-stop online shop created and managed by the Philippine Land Transportation Office (LTO). What is the LTMS Portal?
The Land Transport Management System (LTMS) Portal is the online, 24/7 database created by the Philippine Land Transportation Office (LTO). It was designed to bring the LTO services closer to the public in an effort to improve their service delivery for all motoring regulatory services and processes especially when it comes to land transportation.
Through the LTMS portal, the LTO makes it more convenient for both customers and employees to process various online transactions. The system offers numerous services, but its most important functions include reduction of physical contact and improving the accessibility of the LTO services.

More than its support in reducing contact and streamlining LTO services, the multi-purpose LTMS portal also offers the following advantages:

How to Use the LTO Online Portal?
Whether you’re a new DL applicant or someone in need of any of the numerous LTO services, the LTMS portal can be quite handy. To use the portal, however, you will need to register for an online LTMS account first.
LTMS Account Registration
To register for an online LTMS account, you may follow these steps:
- Visit the LTMS portal at <https://portal.lto.gov.ph>.
- Click Register now.
- Read the Terms of Agreement, and click the check box that says “Yes, I Accept.”
- Fill out the captcha form.
- For individual registrants: Select “individual” when asked for the type of registration.
- Select whether or not you already have a Philippine driver’s license.
- For those who already have a license: Provide the following information to complete the registration process:
- Driver’s/conductor’s license number
- Expiry date
- Official receipt number (or mother’s maiden name if you no longer have your receipt)
- For first-time Filipino applicants, provide the following information:
- Your name
- Birthday and sex
- Mother’s maiden name
- For alien residents, provide the following details:
- Alien Certificate of Registration (ACR) number
- Expiry date
- Nationality
- The LTO Portal will ask for your email address and mobile number.
- Visit your inbox for the verification link.
- Click the verification link and complete the following required information:
- Emergency contact
- Medical information
- General information
- Address
- Once done, the portal will assign a 15-digit number that will serve as your username.
- Using the username and password provided via email, access your LTMS account and you will be redirected to the dashboard.
Updating the LTMS Profile
Updating your profile in your LTMS account can be easily achieved via the LTO portal. To learn how to do so, you can simply follow these steps:
- Log into your LTMS account with your nominated credentials.
- Click the “Profile” button on the dashboard.
Note: Click “Show All” to see all your information in one go. Most of the profile information can be change except for the following:
- LTO Client ID
- Last name
- Middle name
- First name
- Email address
- Nationality
- Date of birth
- Civil status
- Gender
- Registered address
If you want to change any of the information above, you may do so by requesting for a “revision of records” via the driver’s license system.
- After making the changes, click “Apply Changes” button at the bottom of the page.
Driver’s License Application
The LTMS portal also allows the application and renewal of driver’s license of any type. To apply for a DL via the LTMS portal, you must:
- Log in to your LTMS account.
- On the dashboard, click “Licensing.”
- Click “Add medical certificate.”
- Enter your medical certificate number, and click “verify.”
Note: Make sure that the medical exam is conducted by an LTO-accredited clinic so they can provide a medical certificate number which will be recorded in the LTO’s database. Medical certificates that are not from the said clinics will not pass LTMS’s verification.
- Choose the type of driver’s license type you wish to apply for.
- Select if it’s for a new application or a renewal of an existing license.
- Fill out the application form.
- Upload the required document.
- Once done, the page will display the total fee for the license application or renewal, then click “Apply Now.”
- Set an appointment by choosing your preferred date and LTO branch.
- Complete the final steps of your license application or renewal.
- Click “Proceed to Payment”.
- Choose a payment method from the following options:
- BancNet
- BPI Online
- GCash
- UnionBank Online
- Click “Proceed to Summary.”
- Review the summary of your application request and transaction.
- Click “Finish Transaction” then proceed with the payment.
- Read and accept the terms of the disclaimers for the payment and the transaction by clicking “Accept.”
- You should see the summary of your order and the breakdown of fees. Read the Terms and Conditions then click “Next.”
- Click on the payment method you’ve chosen to be redirected to the designated third-party site and complete your payment.
Accessing the E-learning Site
The LTMS portal also offers a self-help option for individuals who wish to learn the dos and don’ts of the Philippines’ traffic rules. It also helps DL applicants to take practice exams in preparation for the theoretical exams required by LTO for licensing applications.
To access the resource page, you can simply follow these steps:
- Access the LTMS portal through the link: https://portal.lto.gov.ph/
- On the upper right-hand side of the screen, click “E-Learning.”
- From the drop-down menu, choose the type of information you want to learn. You may also take the theoretical exam to test your knowledge on driving and the road conditions.
Getting the Comprehensive Driver’s Education (CDE) Certificate
- Visit the LTO Portal via the link: portal.lto.gov.ph.
- Log into the portal using your LTMS account if you have one. If tou don’t, register for an account by clicking “Register Now.”
- From the dashboard, select “E-learning.
- Choose the “Online Refresher Course” from the drop-down menu.
- Choode the DL classification between Professional or Non-Professional.
- Tap the “Comprehensive Driving Course” to start watching the videos.
- After watching all the videos, click “show slide button” to access and read the slides.
After reading the slides and watching the videos, you may already take the exam online. To take the exam:
- Go to the LTMS homepage.
- Click the E-learning button from the dashboard.
- Then, choose the online validation exam.
- Tap “Start Exam” button.
- Choose your driver’s license classification: Professional or Non-Professional.
- Answer the exam questions.
- Once completed, print your CDE Certificate.
Important Reminders
For those who are interested in using the LTMS Portal, here are a few reminders:
- Only select LTO Offices process LTMS transactions.
- Other than the LTO fees for your license application/renewal, using any of the LTMS portal payment channels also require paying for the convenience fee, which varies per online payment method.
- Only medical certificates issued by LTO-accredited clinics can be validated by the LTO.
- First-time applicants of driver/conductor’s license will need to make a personal appearance at their preferred LTO branch for their biometrics and photo to be taken.

1. Is the LTMS portal registration free?
Yes. Creating an account via the LTMS portal doesn’t require payment of any fees. Accessing the e-learning materials as well as taking the CDE Online Validation exam and getting a CDE certificate are also free of charge.
2. Why do I need to register for an account at the LTO LTMS portal?
If you are looking to secure a driver’s license, whether as a new applicant or to renew an existing or expired license, then you will need to register for an LTMS account. You will also have to take the Comprehensive Driver’s Education (CDE) online validation exam which is available via the LTO LTMS portal before you can successfully secure a license.
3. What should I do if I didn’t receive a verification email after creating an LTO portal account?
Upon registration on the LTMS portal, registrants have up to 24 hours to complete the verification process which is sent via email. That said, you will need to wait for the email for at least 24 hours before sogning up for a new LTMS account. It is best to also check the Spam folder to see if the email is there. If after 24 hours you still did not receive a verification link, chances are, the registration was not successful so you may try creating a new account again.
If that doesn’t work either and you still can’t register for an LTO LTMS account, you may reach out to LTO Client Care. To do so, simply click the Contact tab and fill out the form on the LTMS portal.
You may also visit the nearest LTO branch to get a quicker response to your LTMS registration-related issues. There, you simply need to secure an LTO client number, which you can use to access your LTMS portal account.
4. How can I verify my mobile number?
You may also link your mobile number to your LTMS portal account. To ensure that it is linked properly, you can get your mobile number verified by following these steps:
- Log into your LTO online account via the LTMS portal.
- Click Profile.
- Under the Contact tab, click the Verify New Mobile Number.
- Enter the code sent to your mobile number.
- Click Verify.
5. Can I reset my LTMS account if I forgot my LTMS account password?
Yes. If you forgot your LTMS account password, you may reset it by clicking “Forgot Password” on the login page. Simply enter your email address or LTO client number and click “OK.” You should receive an email containing a link where you can create a new password for your account.
6. Can I change my email address?
No. At this time, there is no option or service that let’s you change the email address associated with your LTMS account. You may, however, change your mobile number where SMS notifications will be sent.
7. How can I check my LTO transactions via the LTMS portal?
The LTMS portal keeps a database of all LTO transactions conducted via the platform for easy reference. Accessing these records is just as easy. Here’s how:
- Sign in to your LTO online account through the LTMS portal.
- From the dashboard, click the Transactions tab and you’ll be directed to a page where you can view all the open transactions.
8. How can I check my LTO violations?
If you have a traffic violation and want to know its status, or you simply want to check how many violations you’ve had in the past, you may do so through the LTO LTMS portal by following these steps:

- From the dashboard, click the Violations tab and you’ll then be led to a page where you can view your Demerit Points, Unsettled Dues, and History of Transactions.
9. How can I check my LTO document submissions?
The documents you’ve submitted to the LTO are also archived in your account for your easy reference. To navigate this part of the LTO portal, here’s what you need to do:
- Sign into your LTO online account through the LTMS portal.
- From the dashboard, click the Documents tab.
- After clicking Documents, you should be redirected to a page that lists all the documents related to your LTO transactions. The documents are categorized into Licenses, Official Receipts, and No Apprehensions.
10. How do I apply for Revision of Records?
While some information can be changed via the LTMS portal, some information can’t be updated on your own. For these types of information on your driver’s license details, you may update them by applying for a revision of records via the LTO portal. Here’s how it’s done:
- Sign into your LTO online account through the LTMS portal.
- From the dashboard, click Licensing.
- Read and accept the Terms of Use.
- Choose your license type (whether student permit or driver’s license).
- On the next page, select Revision of Records.
- Select the items you want to revise (personal/address/citizenship).
- Click Next.
- On the next page, update the details you want to make changes to.
- Upload the required documents.
- Click Next to finish the process.
11. What LTO documents can be viewed through the LTMS Portal?
The LTMS portal, via your LTO account, keeps a record of all the transactions done via the platform. Needless to say, it also keeps a record of everything that was sent or uploaded through it. As such, it is linked to all IDs, permits, and other important LTO documents. These documents include the driver’s licenses, special permits, and even the registration of all motor vehicles listed under your name. All of these are accessible through the Portal too.
Even transaction histories and traffic violations incurred are also kept in the portal database. That said, all unsettled violations in your name as well as the complete history of all of your misconducts are viewable from the portal as well. Likewise, it is also possible to apply for a Certificate of No Apprehension for your driver’s license or registered motor vehicle through the LTMS Portal.

13. How can I take the CDE online validation exam?
To take the CDE online validation exam, simply click the E-learning tab on the main menu the selecting “CDE Online Validation Exam” on the dropdown menu. Just make sure you’ve read the driver’s manual by clicking “E-learning” and then “Driver’s Manual” before taking the exam.
