LTO Region 2 – Cagayan Valley Region Offices

The Land Transportation Office (LTO) Region 2 (Cagayan Valley Region) is one of the thirteen (13) regional divisions of the agency. Just like how LTO functions at the headquarters, the agencies in Region 2 was created to oversee and manage the LTO project and policy implementation in the region. These offices are created so the agency can keep a close eye to the drivers and car owners and operators in an effort to maintain safe, efficient, convenient, and economical land transport service for the residents of the Cagayan Valley region.

As the LTO regional division in charge of the second largest Philippine administrative region, LTO Region 2 (Cagayan Valley Region) works towards the same goal as the other LTO offices in the country: To offer the same excellent and quality public service while making it more convenient to conduct the same activities and implement the same programs geared towards better economic, industrial and social development and safer public roads.

What is LTO Region 2? 

LTO Region 2 (Cagayan Valley Region) refers to the LTO  offices in the second largest administrative region in the country, Region 2. These LTO offices were created to serve as an extension of the agency in the region, offering better, faster, and more convenient of LTO services—ranging from registration and renewal of motor vehicle (MV) and motorcycle (MC) registration to the issuance of license and permits, collection of fees, and enforcement of land transportation rules and regulations—to the locals in a bid to carry out their mandate as a government agency in the Philippines. 

The regional office of LTO in Region 2 is located in Tuguegarao City, a major urban and primary growth center in the Northeastern Luzon, which also serves as the regional and administrative center of the Cagayan Valley region. Tuguegarao City is also one of the fastest emerging cities in the country, and is dubbed as the “Gateway to the Ilocandia and the Cordilleras,”  making it the perfect site for an LTO office. Along with the LTO regional office and two other LTO branches in Tuguegarao, the region also houses district and extension offices as well as an LTO licensing center.

Like the LTO offices in other regions, the operations of LTO Region 2 are guided by the same mission and vision of the LTO central office.

Mission

To rationalize the land transportation services and facilities and effectively implement the various transportation laws, rules and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

Vision

To be a frontline government agency showcasing fast and efficient public service for a progressive land transport sector. 

Functions of LTO Region 2

Where is the Cagayan Valley Region (Region 2)

Cagayan Valley region is the second largest administrative region in the Philippines, located in the northeastern section of Luzon. Nestled in the valley between the Cordilleras and the Sierra Madre mountain ranges, it features a relatively large land area, hosting five (5) provinces and four (4) chartered cities. 

Geographically, the region houses the country’s largest and longest river, the eponymous Cagayan River, which runs through the region and flows from the Caraballo Mountains to Aparri. It is bordered to the west by the Cordillera mountain range, to the east by the Sierra Madre, to the south by the Caraballo Mountains, and to the north by the Luzon Strait.
