The Land Transportation Office (LTO) in Navotas City is made up of only one LTO branch: the LTO Navotas Extension Office located at the General Gas Plant Building in the Fishport Complex. This office, like all the other LTO offices nationwide, is tasked with keeping the roads safe by regulating the drivers and vehicles on public roads and allowing only the roadworthy ones to drive. The regulation procedures are also made more stringent even as the agency brings the LTO services closer to the transacting public.
Known as the “Fishing Capital of the Philippines,” the city is home to the Navotas Fish Port Complex, which is considered the Philippines’ premier fish center. The Navotas complex also houses a ship repair sector with a capacity for 96 vessels.
Aside from these establishments, Navotas also play host to some government office branches, including one from the LTO. So, if you are a vehicle owner or a driver from Navotas City, then you can visit the LTO Navotas Extension Office (EO). You can also learn more about their office location, operating hours, service offerings, and complete contact information by reading this guide.
What is LTO Navotas?
LTO Navotas refers to the LTO Extension Office (EO) in the City of Navotas. This office was created to serve as an extension of the agency’s headquarters, offering better and faster versions of the standard LTO services—ranging from registration of motor vehicles (MV) and motorcycles (MC) to the issuance of licenses and permits, and the enforcement of land transportation rules and regulations—to the people of the city in a bid to carry out their main job as a government agency in the Philippines.
LTO Navotas Extension Office (EO)
Much like any LTO Extension Office, the LTO Navotas Extension Office is a literal extension of the agency in the local area of the city of Navotas. Though it doesn’t offer the full LTO services, the extension offers a more accessible and convenient version of the agency’s core programs and services. The agency, through the extension office, also offers a way to engage with the locals, encouraging the community to participate in the carrying out of the LTO mandates in the surrounding communities as well.
Located at the General Gas Plant Building in the renowned Fishport Complex of Navotas City, the LTO Navotas Extension Office has found a great spot to call home—one that is right in the middle of action and traffic—which puts it in close proximity to the people whom they are intended to serve. With this LTO extension office in place, the government can offer basic LTO services like Student Permit and Driver’s License Application and Renewal with Revision of Records to the people of the city.
Services Provided by LTO Navotas Office
If you are a motorist who lives nearby or frequents the City of Navotas regardless if it’s for the fish, for the shipbuilders, or to simply avail of the LTO services straight from the area, you may simply visit the LTO Navotas extension office.
The office implements strict sanitation and physical distancing policies, so you can rest assured of your safety while visiting the LTO office in the area. Plus, since the office is right at the fish port which is considered as a prime location in the city, you can also enjoy shopping for fresh fish that the city has to offer right after you process your driver’s license renewal or student permit applications at the LTO Navotas offices.
Though most LTO branches are expected to offer all of their services to the public, some LTO offices, like the one in Navotas Fish Port, have limited capabilities so the services they offer may not be as complete as other bigger, better-equipped offices.

Video: Visiting LTO Navotas to Process MV Registration
Just like how it is in other LTO offices, the LTO Navotas Office is meant to bring the LTO services closer, more accessible, faster, and more convenient for the people in the area. This is especially helpful for the people when they need to comply with the LTO rules and regulations, like when they need to secure a driver’s license or a student permit or to get their MV or MC registered first before getting on the road.

Where is Navotas City
Navotas, officially called the City of Navotas, is a first class, highly urbanized coastal city in the National Capital Region (NCR) Region. It is well-known as the Commercial Fishing Hub of the Philippines, housing Asia’s third largest fish port which happens to be the largest in Southeast Asia. It is also well known for its shipbuilding yard, the Navotas Complex, which can accommodate up to 96 vessels.
The city itself is a coastal town found in the northwest part of Metro Manila. It is a narrow strip of land with an aggregated shoreline of approximately 4.5 km (2.8 mi). It was originally a contiguous part of Malabon but as time passes, a weak strip of land eroded, forming a waterway now known as the Navotas River.
The city of Navotas is bordered on the north by Obando, Bulacan along Sukol Creek which separates it from Balt; in the south by the city of Manila; in the east by the cities of Malabon and Caloocan and bodies of water such as Binuangan River, the Daang Cawayan River, the Dampalit River, the Batasan River, the Navotas River, the Bangculasi Channel, the Malabon Channel, and the Estero de Maypajo; and on the west by Manila Bay.
Navotas, together with the other fifteen (15) cities and one (1) municipality (Pateros) of Metropolitan Manila, forms the National Capital Region (NCR). As mandated by the Local Government Code of 1991, the LGU is also guided by various devolved, re-concentrated and concerned National Government Agencies, likewise encouraging the support and participation of the Non-Government Organization on its undertaking towards national development.
Google Map Location
Because Navotas City is located right next to Malabon and Caloocan and is in close proximity to Manila and some of the other major cities in Metro Manila, it is easily accessible by land through either private car or public transport. There are numerous buses, vans, and jeepneys with different travel routes, making it convenient to move in and around the city.
