The Land Transportation Office (LTO) National Capital Region (NCR) is one of the thirteen (13) regional divisions of the agency. Just like all the other LTO offices, it was created to maintain safe, efficient, comfortable, and economical land transport service for the transacting public in the region that houses the country’s capital city, Manila.
As an LTO regional division, LTO National Capital Region (NCR) is a bit different from the other regional offices as it is divided into two subregions, LTO NCR East and LTO NCR West. These two, however, works exactly the same way as the other LTO offices, offering the same excellent and quality public service and conducting the same activities geared towards better economic, industrial and social development. What is LTO NCR?
LTO National Capital Region (NCR) refers to the LTO offices in Metro Manila. It refers to the office created to serve as an extension of the agency’s headquarters, offering better, faster, and even bite-sized versions of the full range of standard LTO services—from registration of motor vehicles (MV) and motorcycles (MC) to the issuance of license and permits, collection of fees, and the enforcement of land transportation rules and regulations—to the people of Metro Manila in a bid to carry out their main job as a government agency in the Philippines.
The LTO NCR is located in Metro Manila, a region of the Philippines, in the southwestern portion of Luzon. As NCR happens to be the seat of the Philippine national government, the LTO NCR regional office lives with the LTO Central office in the same region, along with all of the main offices of the executive departments of the country. The region is also the home to Malacañang Palace, the official residence and office of the President of the Republic of the Philippines. It later splits into the LTO NCR East and LTO NCR West, only in terms of functions and jurisdiction.

LTO-Serviced Areas Covered by the LTO NCR Office
The LTO National Capital Region is composed of two (2) subregions: LTO NCR East and LTO NCR West. Together, these three offices serve Metro Manila’s population of over 13.4 million residents of the sixteen (16) highly urbanized cities (HUCs) and one municipality of Metro Manila.
There are two subregions that make up the entirety of LTO National Capital Region in Metro Manila. These subregions each have their own territories and managers, but they are both overseen and managed by the Land Transportation Office (LTO) Central Office.
LTO NCR East
The LTO NCR East is a newly delineated portion of the LTO NCR Region, created by virtue of Department Order 2018-021 (Delineation of Functions in the Land Transportation Office in the National Capital Region. It is composed of numerous offices, including field district offices, extension offices, licensing centers, driver’s license renewal centers, licensing extension offices, and other similar offices.
The LTO NCR East oversees all LTO offices, functions, and activities in the following cities and municipalities of the National Capital Region.

- LTO Quezon City Office
- LTO Marikina Office;
- LTO San Juan Office;
- LTO Mandaluyong Office;
- LTO Pasig Office;
- LTO Pateros Office; and
- LTO Taguig Office
LTO NCR West
Just like the LTO NCR East, the LTO NCR West subregion was created as a newly delineated portion of the LTO NCR Region, created by virtue of Department Order 2018-021 (Delineation of Functions in the Land Transportation Office in the National Capital Region. The subregion also includes numerous offices under its wing, including field district offices, extension offices, licensing centers, driver’s license renewal centers, licensing extension offices, and other similar LTO offices. It was originally LTO-NCR before the LTO NCR West was created by virtue of the same department order that delineated LTO NCR East and West.
The LTO NCR West oversees all LTO offices, functions, and activities in the following cities of the National Capital Region.

- LTO Muntinlupa Office;
- LTO Caloocan City Office;
- LTO Malabon Office;
- LTO Makati City Office;
- LTO Manila Office;
- LTO Pasay City Office;
- LTO Las Piñas Office;

Where is NCR
The National Capital Region (NCR) also refers to Metropolitan Manila or Metro Manila, is the capital region of the Philippines. It is the seat of most national government offices and is located in the southwestern portion of Luzon. With a population of over 13.4 million, NCR is the second most populous and the most densely populated region in the country. It is also the 9th most populous metropolitan area in Asia and the 5th most populous urban area in the world.
The region lies along the flat alluvial and deltaic plains that drains the Pasig River and the Laguna de Bay, with its territory extending eastward and up the rolling hills of Marikina Valley until at the low-lying edges of the Rizal province. NCR is bounded by the fertile plains of Central Luzon in the north, the sweeping Sierra Madre Mountains in the east, and the Laguna de Bay in the south. Manila Bay, on the other hand, spreads out on the west side, providing a great canvass for the famed sunsets of Manila.

There are numerous buses, vans, and jeepneys with different travel routes, making land travel convenient in and around the city.
