The Land Transportation Office (LTO) National Capital Region (NCR) East is one of the two subregions of the LTO NCR—one of the thirteen (13) regional divisions of the agency. It was created after Department Order No. 2018 – 021 delineated the functions of LTO NCR. Most of the LTO NCR functions were delegated to LTO NCR West, which retained even the address of LTO NCR, whereas, LTO NCR East broke off to form a new office where they can handle the delegated task of maintaining safe, efficient, comfortable, and economical land transport service for the transacting public in the seven (7) NCR cities under its jurisdiction.
As a subregion, LTO NCR East covers the East Zone of Metro Manila which encompasses seven cities, including Mandaluyong, Pasig, Pateros, San Juan, Taguig, Marikina, and most parts of Quezon City.

What is LTO NCR East?
The Land Transportation Office – National Capital Region East (LTO NCR-East) is a subdivision of the agency of the Philippine government under the Department of Transportation (DOTr) and is responsible for the land transportation sector in the Philippines. It came to life in September 2018 by virtue of the Department Order No. 2018-021, otherwise known as the Delineation of Functions in the Land Transportation Office in the National Capital Region.
The LTO NCR East region, is one of the most proactive LTO regions, rendering numerous successful projects including Unity Ride, Tsuper Heroes, and Road Safety Seminars, among others. They have also received numerous positive feedbacks for excellent public service offered within its jurisdiction.
History of LTO NCR East
It started as a humble office, originally taking temporary refuge at the MID Library of the LTO Central Office. Later, in 2019, it was awarded the former Operations Divisions office located on the Ground floor of the LTO Main Office Bldg. in East Ave., Quezon City to become its permanent home.

Rationalize the land transportation services and facilities and to effectively implement the various transportation laws, rules, and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

- Registration of motor vehicles
- Issuance of license and permits
- Collection of fees and penalties
- Enforcement of land transportation rules and regulations, and

Where is NCR East
The National Capital Region (NCR) also refers to Metropolitan Manila or Metro Manila, the capital region of the Philippines. It is the seat of most national government offices and the center for international diplomacy, culture (including arts and entertainment), economy, and education and is located in the southwestern portion of Luzon. It houses the LTO Central Office in one of the sixteen (16) cities and one municipality.
NCR East, on the other hand, refers to the East Zone of the National Capital Region (NCR), encompassing the cities of Mandaluyong, Pasig, Pateros, San Juan, Taguig, Marikina, and most parts of Quezon City. It lies along the flat alluvial and deltaic plains of Pasig River, with territories in the east side of the metropolitan Manila area.
