The Land Transportation Office (LTO) Region 5, otherwise known as Bicol Region, is just one of the thirteen (13) regional divisions of the agency. Like the LTO Central Office, the LTO Region 5 regional office was created to manage and oversee the different LTO agencies within its territorial jurisdiction. In turn, these LTO agencies in Region 5 carry out the projects and enforce the LTO rules, regulations, and policies in the entire region. The LTO Bicol Region regional office, along with its LTO agencies, was created to bring the agency closer to the people, making it easier both for the public and for the agency to maintain a safe, efficient, convenient, and economical land transport service for the residents and visitors in the area.
The Bicol Region is located in the southeast peninsula of Luzon, the largest island in the northern portion of the Philippine archipelago. It is well-known not only for the almost perfectly conical Mount Mayon and its panoramic views from Legazpi, Albay, Bicol, but also for its mountains, caves and cliffs, white-sand beaches, and coral reefs. It oozes of countryside charm with its historic routes and coconut-rich regional cuisine, making paradise for lovers of spicy food and the great outdoors for a good dose of rewarding adventures. It’s regional center in Legazpi City houses numerous business establishments and government offices which includes the LTO. From there, the agency ensures that the public can enjoy excellent public service with programs and activities geared towards better economic, industrial, and social development within the region.
What is LTO Region 5?
Bicol Region, officially designated as Region 5, is an administrative region in the Philippines. It is home to six (6) provinces, four in the Bicol Peninsula (the southeastern end of Luzon), namely, Albay, Camarines Norte, Camarines Sur, and Sorsogon, and two off the shore: Catanduanes and Masbate. These provinces house different LTO agencies within its jurisdiction and these agencies are what is collectively known as LTO Region 5 (LTO Bicol Region).
The regional seat of power is in Legazpi City, the “City of Fun and Adventure” which is also the capital city of the province of Albay. Because of this, the LTO also set up its LTO Bicol Region regional office in the same city, which makes for excellent traffic.
Mission and Vision of LTO Region 5
As the main subdivision and one of the frontline agencies of LTO in the Bicol region, the LTO Region 5 also operates under the guidance of the same mission and vision as that of the LTO Central Office.
Mission
To rationalize the land transportation services and facilities and effectively implement the various transportation laws, rules and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

To be a frontline government agency showcasing fast and efficient public service for a progressive land transport sector.
Functions of LTO Region 5
All frontline LTO agencies, including the LTO Region 5 regional office, share the same functions as that of the LTO Central Office. These LTO functions include:

Where is the Bicol Region (Region 5)
The Bicol Region, commonly known as Bicol and designated as Region V, is an administrative region of the Philippines. Also known as Bicolandia, the Bicol Region is made up of six (6) provinces: Albay, Camarines Norte, Camarines Sur, Sorsogon, Catanduanes, and Masbate. The Bicol Region is located in the southern part of Luzon and has its regional center in Legazpi City, Albay.
Geographically, Bicol Region is bordered clockwise from the northeast, by the Philippine Sea, San Bernardino Strait, Samar Sea, Visayan Sea, Asid Gulf, Sibuyan Sea, Ragay Gulf, and the CALABARZON Region. In particular, it is bounded by Lamon Bay to the north, the Philippine Sea to the east, and the Sibuyan Sea and Ragay Gulf to the west. Its northernmost provinces, Camarines Norte and Camarines Sur, are bordered to the west by the province of Quezon in the CALABARZON region.
