Emission testing is mandated by the Philippine government through the Clean Air Act (R.A 8749). Through his law, the government, through the Land Transportation Office (LTO), tests and monitors the millions of cars for the gasses they are spewing into the atmosphere. 

In order to carry out its mandate to reduce the carbon footprint left by the motor vehicles in the Philippines, the LTO opened different LTO-accredited emission testing centers that you can visit for the mandatory MV emission testing.

What is an Emission Testing Center

An emission testing center is a place where drivers or car owners go to have their motor vehicle checked for emissions. It is usually done by connecting the car to a testing system through its onboard diagnostics port. It is meant to ensure that the greenhouse gasses and pollutants released by the car fall within legal limits. The process also gauges and reviews the levels of carbon dioxide (CO2), hydrocarbons (HC), carbon monoxide (CO), oxides of nitrogen (NOx) and other emissions from the car.

In the Philippines, the result of an emission test is one of the requirements for motor vehicle registration. It is usually done at an LTO-accredited emission testing center. What is ADL Form in LTO (APL Form)

The APL or ADL form required in many LTO transactions refer to the Application Form for Driver’s License. It is a form available at LTO offices nationwide, or if you’re tech-savvy, this form is also available online, at the LTO website. 

The ADL form is downloadable online from the LTO website. It was created in January 2021, in a bid to make it easier for the transacting public to fulfill the requirements in many LTO transactions. If the form is downloaded from the LTO website, the actual file size is only 405.62 KB so there’s no need to worry about it taking up too much space on your device or using up too much data from your data bundles. What is it for

The ADL Form is an application form used when applying for a new or renewal of a driver’s license, student permit, non-professional license, or professional license in the Philippines. The ADL form is a pretty straightforward form. It has slots that need to be filled out with personal information that are necessary when applying for a license. How Much Does It Cost

The ADL form does not cost anything. The form is available for free, regardless if you are securing it at the LTO branch of your choice or if you are downloading it from the LTO website.

How to Get it

There are two ways to secure the ADL form from the LTO: by visiting any of the LTO offices in the Philippines or by visiting the LTO website and downloading the form online.

Visiting the LTO Office

To secure the ADL form in person, you may follow these steps:

Step 1: Prepare all the other documentary requirements for the transaction you wish to do at the LTO office. 

Step 2: Once the requirements are ready, secure an LTO appointment online. 

Step 3: On the day of the appointment, visit your preferred LTO Office.

Step 4: State your purpose and secure the ADL form at the service counter.

Step 5: Completely accomplish the ADL form and wait for your turn to submit the required documents. 

Downloading from the LTO website

To secure the ADL form online, via the LTO website, you may follow these steps: 

Step 1: Visit the LTO website (www lto.gov.ph). 

Step 2: Click Menu.

Step 3: Click LTO Forms.

An Affidavit of Loss is a legal document declaring the loss of something.     • Full name

    • Civil status
    • Citizenship

    • Residence Certificate Number
  • A narration of the circumstances of the loss, which includes
    • A description of the item or document lost

No. An Affidavit of Loss does not expire, but it does have limited use and validity. It is only valid for the specific incident of loss, and can only be used once. It means if you are looking to get a duplicate OR/CR, you may only use it for one replacement transaction. Having said that, if you lose the OR/CR again, you’ll have to execute another Affidavit of Loss. 

7. Can I get an Affidavit of Loss for lost OR/CR at the barangay hall?

Yes. You may check the barangay for free notarial services that they sometimes offer to their constituents. This means that you may be able to secure a free Affidavit of Loss from there. In case there aren’t free notarial programs available, then there’s no way to execute an Affidavit of Loss from there. 

8. Is there an LTO-accredited Notary Public where I can execute my Affidavit of Loss?

No. There aren’t any LTO-accredited Notary Public anywhere in the country. Having said that, you can get and execute your Affidavit of Loss for duplicate OR/CR anywhere in the country.
