LTO NCR – National Capital Region

The Land Transportation Office (LTO) National Capital Region (NCR) is one of the thirteen (13) regional divisions of the agency. Just like all the other LTO offices, it was created to maintain safe, efficient, comfortable, and economical land transport service for the transacting public in the region that houses the country’s capital city, Manila.

As an LTO regional division, LTO National Capital Region (NCR) is a bit different from the other regional offices as it is divided into two subregions, LTO NCR East and LTO NCR West. These two, however, works exactly the same way as the other LTO offices, offering the same excellent and quality public service and conducting the same activities geared towards better economic, industrial and social development. To learn more about the LTO NCR Region, its subregions, and the LTO offices and cities within, keep reading this guide.

What is LTO NCR?

LTO National Capital Region (NCR) refers to the LTO offices in Metro Manila. The LTO NCR is located in Metro Manila, a region of the Philippines, in the southwestern portion of Luzon. As NCR happens to be the seat of the Philippine national government, the LTO NCR regional office lives with the LTO Central office in the same region, along with all of the main offices of the executive departments of the country. The region is also the home to Malacañang Palace, the official residence and office of the President of the Republic of the Philippines. It later splits into the LTO NCR East and LTO NCR West, only in terms of functions and jurisdiction.

Just like how it is in other LTO offices, the LTO NCR Offices are intended for distributing the LTO services, bringing them closer, more accessible, faster, and more convenient for the people in the region. Where is NCR

The National Capital Region (NCR) also refers to Metropolitan Manila or Metro Manila, is the capital region of the Philippines. It is the seat of most national government offices and is located in the southwestern portion of Luzon. It is one of three defined metropolitan areas in the country and is composed of sixteen (16) highly urbanized cities (HUCs) including the city of Manila, Quezon City, Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, San Juan, Taguig, and Valenzuela, as well as the municipality of Pateros.

Aside from hosting the headquarters of many national government offices, NCR is also the country’s center for international diplomacy as it hosts all of the embassies in the Philippines. It is also the country’s premiere center of culture (including arts and entertainment), economy, education, and government. Designed to be a global power city, the region exerts a significant impact on commerce, finance, media, art, fashion, research, technology, education, and entertainment, both locally and internationally.

With a population of over 13.4 million, NCR is the second most populous and the most densely populated region in the country.  It is also the 9th most populous metropolitan area in Asia and the 5th most populous urban area in the world.

The region lies along the flat alluvial and deltaic plains that drains the Pasig River and the Laguna de Bay, with its territory extending eastward and up the rolling hills of Marikina Valley until at the low-lying edges of the Rizal province. NCR is bounded by the fertile plains of Central Luzon in the north, the sweeping Sierra Madre Mountains in the east, and the Laguna de Bay in the south. Manila Bay, on the other hand, spreads out on the west side, providing a great canvass for the famed sunsets of Manila.

Google Map Location

Because NCR is central to most activities, be it related to culture, economy, education, and government, the transportation sector of the region is pretty much well-developed, making it easy to go in and around the region either by private car or via public transport. There are numerous buses, vans, and jeepneys with different travel routes, making land travel convenient in and around the city.

Video:  LTO Dagupan District Office Attracts More License Applicants

Sure, it is natural for LTO district offices to attract more people and have longer queues, because they offer more types of LTO services as opposed to other types of LTO offices. However, the LTO Dagupan District Office for licensing has attracted an abnormally large number of license applicants, thanks to the breakdown of the printing facilities in other LTO offices nearby.

If you are planning to visit anytime soon, watch this video report from GMA Regional TV and see for yourself just how crowded the place has become so you can come prepared.

Where is Dagupan City

Dagupan, officially the City of Dagupan, is the only coastal independent component city in the province of Pangasinan. The city has a land area of 37.23 square kilometers (14.37 sq. mi.) crisscrossed by seven (7) rivers and fourteen (14) creeks. It is also a competitive component city and even ranked first in overall competitiveness compared to other cities in the Ilocos Region.

Dagupan is known for being the top producer of the world’s tastiest and juiciest pond-raised bangus (milkfish), making it the “World’s Bangus Capital.” Dagupan is also one of the proposed metropolitan area in the Philippines. As a proposed independent metropolitan city, Metro Dagupan is set to include the independent component city of Dagupan, as well as the towns of Binmaley, Calasiao, Lingayen, Manaoag, Mangaldan, Mapandan, San Fabian, San Jacinto, and Santa Barbara. In the meantime, Dagupan is not yet a metropolitan city, but it still houses the commercial, educational, and health centers of the province, allowing it to attract people from different parts of the province of Pangasinan.

Dagupan serves as a major commercial and financial center in the north of Manila. Though the land use is primarily for agriculture, some parts are reserved for commercial, industrial, institutional, government, or private parks, and roads. It is also one of the centers of modern medical services, education, media and communication in North-Central Luzon. As a major regional commercial hub, many people in Pangasinan and nearby provinces commute to the city during the day, resulting in the drastic rise in the city’s daytime population as well as the worsened traffic to certain parts of the city, particularly in the downtown area. It also serves as a vital financial center housing numerous banks, non-bank financial institutions, headquarters of corporations and offices of major government departments and agencies.

Geographically, it is located within the fertile Agno River Valley and is in turn a part of the larger Central Luzon plain. It lies along the shorelines of the Lingayen Gulf on the northwest-central part of the island of Luzon and is bordered by Lingayen Gulf in the north, San Fabian in the northeast, Mangaldan in the east, Calasiao in the south, and Binmaley in the west.

Google Map Location

Dagupan is connected to other major cities by networks of national roads. There’s the Romulo Highway connecting it to Pangasinan, the La Union Road (N55) connecting it to Urdaneta, and the Dagupan Road (N56) which works as principal highways that serve the city. Transport options include intercity/interprovincial buses, taxi service, or modern PUVs, otherwise known as modern jeeps. There used to be a Philippine National Railways (PNR) that served the city via the Dagupan station, but it went defunct in the late 1980s. Naturally, driving a private car is also always an option.
