The Land Transportation Office (LTO) in Mandaue City in the province of Cebu, is made up of a set of six (6) LTO offices. There’s a Motor Vehicle Inspection Center (MVIC), a New Registration Unit, and a MAIRDOEs Section, on top of the LTO Mandaue City District Office, the LTO Mandaue City Licensing Center, and an EPatrol Mobile Service. These offices were meant to help the agency become more visible, more accessible, and more convenient to reach out to for drivers and car owners who wish to participate and cooperate with the agency in reducing vehicular accidents through the strict regulation of drivers and vehicles. These offices are also in place so the core LTO programs and services can be offered more efficiently to the over 360,000 people residing in the city.
As the LTO offices in Mandaue City are located right at the heart of the province of Cebu, in one of the two highly urbanized cities (HUCs) in the region, it can be said to be in a great spot for public service. After all, Mandaue City not only serves as the region’s industrial hub, it is also the home of about 10,000 industrial and commercial locators, which makes it the “little rich city” and a major growth point in the country. So, if you are a driver or a motorist out to avail of LTO services from any of the LTO Mandaue City Offices or if you simply wish to learn more about their operating hours, services, addresses, and complete contact information, then you need to keep reading this guide.
What is LTO Mandaue City?
LTO Mandaue City refers to either the LTO Mandaue City District Office or all of the LTO branches located in Mandaue City in Cebu. Just like the rest of the LTO offices in the Philippines, the LTO Mandaue City Offices were opened to bring the core LTO programs and services—including the inspection and registration of motor vehicles (MV), issuance of license and permits, collection of fees, fines, and penalties, traffic adjudication, and enforcement of land transportation rules and regulations—closer to the people of the city.
Some of the LTO branches in Mandaue City, includes:
Motor Vehicle Inspection Center (MVIC)
If you are registering or renewing your registered motor vehicles, and you need to get your vehicle inspected to acquire a Motor Vehicle Inspection Report (MVIR) in Cebu, particularly in Mandaue City, then you will have to go through the newly opened Private Motor Vehicle Inspection Centers (PMVICs) in Mandaue City, as you are within the center’s geographical area of responsibility (GAOR). This LTO office is a dedicated inspection center meant to accommodate all registered private vehicles in Cebu and Mandaue Cities that need an official vehicular inspection to renew their registration.
New Registration Unit (NRU)
Not all LTO branches can accommodate new vehicle registrations. If you are in the cities of Cebu and Mandaue, then you can avail of the service at the LTO New Registration Unit (NRU)t located on MVIC Bldg., and sharing the same address as the local PMVIC in M. Logarta St., Subangdaku, Mandaue City, Cebu. It is an LTO office created by virtue of Office Order No. 2022-117, which authorizes LTO-7 to process applications for the initial registration of motor vehicles.
MAIRDOEs Section
The MAIRDOEs Section of LTO refers to the manufacturer, assembler, importer, rebuilder, dealer and other entities (MAIRDOEs) accreditation office in Mandaue City. This office is authorized to streamline the process of sales reporting, allowing the authorized representative of the dealer to directly report their vehicle sales using the sales reporting facility and without the direct participation of any LTO personnel. The creation of this office also eliminates the need to Request for System Updates (RSU) of buyers’ information or motor vehicle details and to process applications for the initial registration of motor vehicles to complement the existing Regional New Registration Unit (R-NRU) located at Subangdaku in Mandaue City.
LTO Mandaue City District Office
The LTO Mandaue City District Office is the agency’s project implementing entity in the local area of Mandaue and Cebu, intended to manage the operations and implementation of LTO services and regulatory policies. These efforts by the agency helps keep the roads safe for both drivers and pedestrians, by offering better public service and bringing more convenient alternatives to people who are interested in availing of LTO services like when they need to renew their vehicle registrations.
LTO Mandaue City Licensing Center
The LTO Tacloban City Licensing Center serves as the agency’s dedicated off-site printing office in the premises of Mandaue City. Located in the same area as the LTO Mandaue City district office, the LTO Mandaue City Licensing Center is created to handle all licensing concerns and offer faster, more convenient licensing services to the people of the city who work behind the wheels.
EPatrol Mobile Service
The LTO Mandaue City EPatrol is also a one-stop-shop where one can process emission testing, insurance and drug testing. It was created to accommodate requests from the local government units (LGUs) and offer services like the issuance of student permits, renewal of motor vehicle registration, renewal of driver’s license and printing of five-year driver’s license card via the EPatrol Bus.
Services Provided by LTO Laoag City Office
Whatever reason made you go all the way to Mandaue or Cebu City, you can be assured that visiting an LTO office in the area will be safe for you as all the LTO offices offer the same strict policies on sanitation and physical distancing is observed, as well as safe, accessible, and convenient LTO transactions. It is made more convenient for the drivers and vehicle owners in the city. Plus, the offices are located in prime areas that are visible to those who require their brand of public service.
Though all LTO offices are expected to offer the full range of LTO services to the public, some LTO offices may have limited facilities, so it’s best to check first if the service you need is offered at the particular LTO Mandaue City Office you need to visit.

Where is Mandaue City
The City of Mandaue is one of the cities at the heart of Region 7 (Central Visayas). Dubbed as the country’s “little rich city,” Mandaue City is one of the three highly urbanized cities (HUCs) that form part and parcel with Metro Cebu. It is strategically located to serve as an industrial and growth hub, straddling major transport links: the (old) Mandaue-Mactan Bridge, the (Marcelo Fernan Mandaue-Mactan Bridge, and the Cebu International Port.
Located right at the heart of the province of Cebu, the heart-shaped City of Mandaue is only ten minutes away from any of the major growth points within the inner core of Metro Cebu. It links mainland Cebu to Mactan Island, where Mactan Cebu International Airport, which serves as the door to the rest of the cities and municipalities of Cebu and the rest of the Visayas and Mindanao regions, is housed.
Geographically, the City of Mandaue is located on the central-eastern coastal region of Cebu. Its southeast coast borders Mactan Island where Lapu-Lapu City is located and is connected to the island via two bridges: the Mactan-Mandaue Bridge and Marcelo Fernan Bridge. Mandaue City is bordered on the north by the town of Consolacion, to the east by the Camotes Sea and the Mactan Channel and to the west and south by Cebu City. The city is also bounded on the southwest by Banilad (Cebu City), on the northwest by Talamban (Cebu City) and in the south by the Cebu City North Reclamation.
Google Map Location
Mandaue City has a well-developed road network composed of a national highway that connects the city to its neighboring cities and municipalities. There’s also a national secondary road which traverses the city’s metropolitan area. The land transport is taken care of by PUJ, utility vehicles, mini-buses, multi-cabs, tricycles, trisikads. For cargoes, trailers and vans are also available. The sea transport to and from Mandaue City is highly dependent on the nearby Port of Cebu and Cebu International Port.
