The Land Transportation Office (LTO) Region 14, also known as the LTO Cordillera Administrative Region (CAR), is one of the regional divisions of the LTO in the Philippines. Like the Central Office, this regional office also manages and oversees the LTO agencies in the cities and municipalities within the territorial jurisdiction of CAR. The LTO branch agencies within the region, on the other hand, implement the projects and enforce the rules and regulations in the cities and municipalities within its geographical area of responsibility (GAOR). The LTO Cordillera Administrative Region (CAR) regional office, along with its LTO agencies, ensures that the Secretariat and its services are accessible, making it easier for both the public and the agency to work together towards a safer, more efficient, more convenient, and more affordable land transport service in the Cordilleras.

Known for its rich ancient culture, the Cordillera Administrative Region (CAR) is home to the indigenous tribe called the Igorot. They are well-known for the traditional way of life that existed way back to ancient Filipinos. The region is also home to the supposed “Eighth Wonder of the World,” the world famous Banaue Rice Terraces, and other natural attractions like the Sumaguing Cave in Sagada and the mummy caves of Benguet and Mt. Province. It attract numerous visitors on a regular basis, which made it imperative for the local government branches of public offices like the LTO.

What is LTO Region 14? 

Known as the Cordillera Administrative Region (CAR), the LTO Region 14 is the only landlocked region in the north-central part of Luzon. It has a mountainous terrain, and is positioned in the Cordillera Central mountain range, right where Mount Pulag, the highest mountain in Luzon, is located, and is dubbed as the “Watershed Cradle of North Luzon” as it hosts nine (9) major rivers that provide water for irrigation and energy-generation in Northern Luzon. The region which consists of the provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, and Apayao is rich in natural resources and has abundant mineral reserves including gold, copper, silver, and zinc. The designated regional center is the Chartered City of Baguio, officially known as the Summer Capital of the Philippines. These provinces and cities house numerous LTO agencies within its jurisdiction and it is these LTO agencies that make up what is collectively known as LTO Region 14 (LTO Cordillera Administrative Region). With the LTO CAR agencies, the Secretariat makes it easier for the people in these mountainous parts to access and avail of its core programs and services without leaving the area. 

Mission and Vision of LTO CAR

Like the other LTO agencies and regional offices, the LTO Cordillera Administrative Region (CAR) also operates under the same mission and vision as that of the LTO Central Office.

Mission

To rationalize the land transportation services and facilities and effectively implement the various transportation laws, rules and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

The Cordillera Administrative Region (CAR) also known as the Cordillera Region, Cordillera, or Region 14, is the only landlocked administrative region in the Philippines, situated in the Cordillera Central mountain range, within the island of Luzon. It has a primarily mountainous terrain, with several streams and rivers including the Chico River, which is a tributary of the Cagayan River. It is the least populous region and it covers most of the Cordillera Mountain Range of Luzon. Where is Bangued, Abra

Bangued, officially known as the Municipality of Bangued, is a first class landlocked municipality and capital of the province of Abra. It has an elongated shape with a generally mountainous terrain from north to south and it sits in the western portion of the province. It has a total land area of 105.70 square kilometers (40.81 sq mi), bisected through the center with flat and rolling terrain that goes along the large Abra River. Its boundaries are defined by the Province of Ilocos Norte and the Municipality of Danglas in the north; La Paz, Tayum, and Peñarrubia in the east; San Isidro in the south, and Langiden and Pidigan in the west.

Where is Tabuk

Tabuk, known officially as the City of Tabuk, is a fifth class component city and capital of the landlocked province of Kalinga. It serves as the provincial capital with a population of about 121,000 people. It sits 461 kilometers (286 mi) from Manila via Cauayan/Roxas, 443 kilometers (275 mi) via San Mateo/Roxas, and 548 kilometers from Manila via Cagayan Valley.
