The Land Transportation Office (LTO) Region 4B (MIMAROPA Region) is one of the thirteen (13) regional divisions of the agency. Like the LTO Central Office, the LTO Region 4B regional office was created to oversee the different LTO agencies under its jurisdiction. In turn, the LTO agencies carry out the implementation of the projects and the enforcement of the LTO rules, regulations, and policies in the entire region. The LTO MIMAROPA regional office, along with the LTO agencies, was created to bring the agency closer to the people, making it easier both for the public and for the agency to maintain a safe, efficient, convenient, and economical land transport service for the residents of the region.
As an administrative region known as the Southwestern Tagalog region, MIMAROPA not only serves as the “food basket” of the region. It is also well known for being the country’s “eco-tourism hub,” with ots age-old traditions and colorful festivals, natural attractions, and the warmest welcome from the people. Its regional center is located in Calapan City, in Oriental Mindoro, where the LTO also set up its MIMAROPA regional office. From there, the agency ensures that the public can enjoy excellent service and access programs and activities geared towards better economic, industrial and social development within the region’s territorial jurisdiction.
What is LTO Region 4B?
MIMAROPA, officially designated as Region 4B, is an administrative region in the Philippines officially known as the Southern Tagalog region. It is home to five (5) provinces, including Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, and Palawan. The different LTO agency within these provinces are collectively known as LTO Region 4B (LTO MIMAROPA).
As the regional seat of power is in Calapan City, being the regional center in Region 4B, LTO has also set up its LTO MIMAROPA regional office in the same city, which makes for excellent traffic.
Mission and Vision of LTO Region 4B
As the main subdivision and one of the frontline agencies of LTO in the MIMAROPA region, the LTO Region 4B operates under the guidance of the same mission and vision as that of the LTO Central Office.

To rationalize the land transportation services and facilities and effectively implement the various transportation laws, rules and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

Functions of LTO Region 4B

Where is the MIMAROPA Region (Region 4B)
MIMAROPA, officially known as the Southwestern Tagalog Region, is an administrative region in the Philippines designated as Region 4B. It is one of the two (2) Philippine regions in the country with no land border with another region. Originally part of the now defunct Southern Tagalog region, the delineated Region 4B is called MIMAROPA, after the acronym combination of its constituent provinces: Mindoro (divided into Occidental Mindoro and Oriental Mindoro), Marinduque, Romblon and Palawan. The region has two cities, Puerto Princesa City and Calapan City, which happens to be the regional center and the site of the LTO MIMAROPA Regional Office.
Geographically, MIMAROPA is composed of islands and islets stretching across the warm tropical seas south of Southern Luzon. It has seventy-two (72) municipalities and one thousand four hundred fifty-five (1,455) barangays. Its northernmost tip is bounded by Batangas and Quezon provinces while the southernmost portion is bordered by Panay Island. In the west, the boundaries of MIMAROPA is marked by the South China Sea. The region has a total land area of 2.74M hectares which represents 9% of the country’s total land area.

There are all kinds of transport services available, from buses to vans and tricycles, which makes it easy to go in and around the different areas of the region, too. Plus, as part of the Strong Republic Nautical Highway (SRNH), an integrated ferry project that extends further to the southern part of the Philippines, the region is connected to other towns and provinces, making it even more accessible.
