Tarlac City, officially the City of Tarlac, is a first class component city and capital of the province of Tarlac. What is LTO NCR East? 

The Land Transportation Office – National Capital Region East (LTO NCR-East) is a subdivision of the agency of the Philippine government under the Department of Transportation (DOTr) and is responsible for the land transportation sector in the Philippines.
