How Long is the Processing Time for PNP-HPG MV Clearance Certificate

To acquire a PNP-HPG MV Clearance certificate, you need to process it and allot at least three (3) working days for the certificate to be released.

How to Get a Vehicle Clearance Certificate

To process the MV Clearance Certificate, you simply need to follow these steps:

Step 1: Drive to the nearest PNP-HPG MV Clearance Division (MVCD) and secure an MVCC application form or download it from the PNP-HPG website (http://hpg.pnp.gov.ph/wp-content/uploads/2023/06/Motor-Vehicle-Clearance-Application.pdf).

Step 2: Submit the original and photocopies of the documentary requirements at the MVCD Receiving Station.

Step 3: Once you have submitted the requirements, the action officer will then review your submissions. Once approved, a Landbank of the Philippines (LBP) order of payment form will be issued to you. (30 minutes)

Step 4: Go to the nearest Landbank branch to pay the clearance fee amounting to ₱200.00 for the physical inspection, along with the other relevant LTO fees which would depend on the LTO transaction. Make sure you prepare a photocopy of the payment slip.

Step 5: Return to the PNP-HPG office and present the validated payment slip from the bank.

Step 6: Fill out the Motor Vehicle Clearance (MVC) application form and action slip that will be handed to you by the police officer. (5 minutes)

Step 7: Proceed to the PNP Crime Laboratory or Motor Vehicle Inspection Area for the vehicle inspector’s physical inspection (30 minutes) and macro-etching examination of your vehicle conducted by the Crime Laboratory Service Technician. (2 hours)

Step 8: A processing officer will take your application for initial processing. (1 hour)

Step 9: A Verifier will check your records and evaluate your application. (8 hours)

Step 10: The process is followed by the encoding of your clearance certificate and picture-taking together with your car or motorcycle and license plate. (2 hours)

Step 11: After the processing officer completes the final processing (1 hour), sorting, and stamping  of the printed Clearance Certificate (1 hour), you can receive your claim stub, which indicates the date when you can get your MV Clearance Certificate. Clearance processing usually takes one to three working days.

Step 12: Claim your vehicle clearance. Visit the PNP-HPG MV Clearance Division where you applied for the clearance and present your claim stub to the Releasing Officer at the Releasing Section. (10 minutes)

Where is Cagayan de Oro City

Cagayan de Oro (CDO), officially known as the City of Cagayan de Oro, is a first class, coastal, highly urbanized city (HUC) geographically located in the province of Misamis Oriental in the Northern Mindanao region. It serves as the capital city, as well as the regional center and business hub of the province. LTO Region 10 – Northern Mindanao Region 

The Land Transportation Office (LTO) Region 10, also known as the LTO Northern Mindanao Region, is one of the regional divisions of the LTO in the Philippines. Like the Central Office, this regional office also manages and oversees the LTO agencies in the cities and municipalities within the territorial jurisdiction of Region 10. The LTO branch agencies within the region, on the other hand, carry out the projects and enforce the LTO rules and regulations in the cities and municipalities within each geographical area of responsibility (GAOR). The LTO Northern Mindanao regional office, along with its LTO agencies, ensures that the Secretariat and its services are accessible, making it easier for both the public and the agency to work together towards a safer, more efficient, more convenient, and more affordable land transport service in Northern Mindanao.

Northern Mindanao is the peaceful, politically stable administrative division in the northern part of the Philippines’ most exotic and resource rich island of Mindanao. It is a progressive region by itself, characterized by large tracts of land that are mainly used for the agriculture industry. The region itself is one of the key players in agriculture, and is a major producer of rice, corn, sugar, coffee, rubber, pineapple, tomato, flowers, cassava, and other fruits and vegetables in the country. It houses many beautiful sceneries, too, which keeps it attractive to local and foreign tourists as well as local government offices in the area.

What is LTO Region 10? 

The Northern Mindanao Region, officially designated as Region 10, is an administrative region in the northern part of the island of Mindanao. It lies in the north-central part of the Mindanao island and and the island-province of Camiguin. It is home to five provinces: Bukidnon, Camiguin, Misamis Occidental, Misamis Oriental, and Lanao del Norte, and  two cities, Cagayan de Oro and Iligan, classified as highly urbanized. These provinces and cities house various LTO agencies within its jurisdiction and it is these LTO agencies that makes up what is collectively known as LTO Region 10 (LTO Northern Mindanao Region). 

The regional center of Northern Mindanao is Cagayan de Oro City—the city known as the “City of Golden Friendship” and the “Gateway of Northern Mindanao.” It also serves as the regional center and business hub in these parts, making it easier for the LTO to bring its core programs and services closer to the over 5 million people in the region.

Like the other LTO agencies and regional offices, the LTO Region 10 also operates under the same mission and vision as that of the LTO Central Office.

Mission

To rationalize the land transportation services and facilities and effectively implement the various transportation laws, rules and regulations. It is the responsibility of those involved in the public service to be more vigilant in their part in the overall development scheme of the national leadership. Hence, promotion of safety and comfort in land travel is a continuing commitment of the LTO.

Note that while all of these services are offered by LTO, some of them may not be readily available in certain offices in Northern Mindanao due to limited facilities. That is why, it is best to check with your preferred LTO branch first to see if they are offering the service you require before you make the trip.

They are also strategically located so they can better regulate the drivers and vehicles and maintain road safety in the region. The Secretariat also ensures that all of their services reach the people who need them through an LTO office. Northern Mindanao, officially known as the administrative region designated as Region 10, is a region in the north-central part of Mindanao island.
